Review is not optional
A case cannot be closed without a supervisor approval, and a closed case refuses new evidence until it is reopened. Concurrent edits are refused rather than silently overwriting a colleague's decision.

Reports and the trail
A signed PDF, CSV or JSON report, each with its own checksum. Every step — who attached what, who approved, who exported — is in an append-only audit trail that no API can modify.
